The primary focus of attention for the doctors at our San Diego Equine and Small Animal Clinic is the animal. Each doctor has their own beliefs and philosophies as to why they chose this profession and lifestyle. Our clinic draws strength and confidence from this foundation of beliefs. We strive to provide excellent care with compassion for the animal and respect for the client.
The Vets at East County Large and Small Animal Practice strive to provide efficient and courteous service. We want to meet the clients’ needs in a timely fashion and charge a fee fair to both the client and the practice. Our Vets desire a client/practice relationship that is mutually beneficial and congenial.
The staff at East County Large and Small Animal Practice is striving for a working environment that enriches the human condition. We choose to explore the positive in any situation. We choose to find the humor in ourselves, our clients, and our patients. We realize that how we feel is a choice. We choose to be aggressive and progressive in the practice. We are limited only by our imaginations.

Dr. Smith started ECLAP, a large animal veterinarian practice, in 1981 out of the garage in his Santee home. He moved the practice to Blossom Valley in 1983, and in 1987 the construction of a new barn was completed which still serves as the office and hospital. Dr. Smith ran the practice alone until 1983. Dr. Chandler came on board in 1987 and the two doctors ran the practice for another 5 years until 1992 when they began to hire more veterinarians. We opened our Small Animal Clinic in March 2011. Today the practice has six large animal veterinarians covering all areas of East County San Diego.
Our Happy Clients
Very responsive and professional organization. An unassuming, calm setting in a rural area filled with customer oriented competent professionals. Recommended by a professional breeder in Julian, this was my first visit. Based on the number of happy customers and pets we met, we think we came to the right place!
The best experience I have ever had at a vet's office. Loved they way they treated my puppy with such kindness and made her feel at ease.
I am a long time client (equine) with you and really appreciate that you found a way to accommodate us today amidst your full schedules. I love the relaxed barn atmosphere, the lack of a waiting room full of anxious animals/owners and the personal interaction afforded by the way you choose to run your practice.
They treated us and our dogs with respect, answered all our questions, and performed all procedures as requested. My only regret in changing to ECLAP is that we that we didn't do it years ago!
Thank you so much for the gentle and competent care you provided for Beans. ECLAP is the only veterinary practice that I feel 100% secure in their ability to love and care for my animals. They also provide great emotional support and education for animal owners.
I can't say enough great things about Dr. Bear and the entire staff at ECLAP. They are extremely professional and always feel like you are taking your dog to the "friend of the family". You get more than you pay for... piece of mind that you are paying for what you really need! Thanks for always taking care of my family!
